Kathir and his wife PrimaJoy founded LingaTech, Inc., in 2012 and have focused on providing technology services to a diverse clientele of commercial and local, state, and federal government clients. He most recently provided enterprise architecture services for 20+ years to the PA Department of Environmental Protection and then to the Conservation and Environment Delivery Center in the Commonwealth of PA. In 1998, Kathir joined Digital/Compaq/HP and built information systems for their largest public sector customers, including several enterprise application development projects, mobility frameworks, and Service-Oriented Architecture (SOA) foundation/awareness.

His XML Initiative for data exchange across disparate technologies was evaluated and recognized by Gartner. He has led two teams to recognition during the Governor-sponsored, Pennsylvania Code4PA competition, earning top accolades for data analytical solutions that focused on the Opioid Epidemic and reducing traffic fatalities. He has also lead the architecture and development of a mobile inspection platform that was recognized by the National Association of State Chief Information Officers (NASCIO).

Primajoy's expertise in financial analysis, accounts payable and receivable, project costing, pipeline tracking and forecasting, and reporting; certification management; and human resources management provides the tools and expertise to our executive, business development and technical delivery teams to provide our client with the best solutions at the right prices every time. Primajoy has built strong team with our local banking, accounting and legal support teams to build a portfolio for LingaTech to meet every opportunity and challenge.

Primajoy's experience includes 9+ years' experience as Chief Financial Officer, 12 years in Human Resource Management, and over 15 years' experience on IT Projects. Primajoy graduated with a Bachelor of Mathematics Studies at Messiah University and earned her Master's Certificate in Training and Development from Penn State University. Primajoy has completed the Wharton Executive Education, CFO course. Primajoy currently resides in Mechanicsburg Pennsylvania with her husband, two children and two dogs.

Sean played a significant role in providing direction and leadership during the commonwealth's pandemic response to COVID-19. He successfully guided his team in migrating and supporting thousands of employees in transitioning to a remote work model while maintaining support for major initiatives during that time, such as the 2020 United States presidential election. Sean and his team received praise from Governor Tom Wolf for their efforts during the pandemic.

As CTO, Sean focused on implementing sustainable and positive changes within the organization through the establishment and execution of the commonwealth's cloud strategy, modernization of the telephony environment, end-user technology improvements, data center consolidation, and the adoption of standards-based processes. He also managed over $125M in annual spending on outsourced technology contracts. Sean executed a massive organizational transformation that fundamentally changed the way the commonwealth delivers technology solutions, making them more effective and efficient.

Sean began his career with the Commonwealth of Pennsylvania in 2001 as a Geographic Information Systems intern at the PA Department of Agriculture and worked his way up from there. He has served as the CIO of the Commonwealth of PA's Conservation and Environment Delivery Center, CIO of the PA Department of Environmental Protection, CIO of Franklin County, PA, Assistant CIO of the PA Liquor Control Board, Director of Enterprise Strategic Technology Services in the PA Office of Administration, and CIO of the PA Department of Agriculture. Sean and his teams have received numerous awards and accolades for their efforts.

Sean graduated summa cum laude with a Bachelor of Science in Geoenvironmental Studies from Shippensburg University, where he also earned a certificate in Geospatial Technologies. He earned his Master's Certificate in Information Systems and Technology Project Management from Villanova University. Sean is ITIL Foundations certified and holds a Certified Government Chief Information Officer qualification from Harrisburg University. He is also a veteran of the United States Navy, where he served honorably as an Operations Specialist (Fleet Marine Force) attached to Tactical Air Control Squadron Eleven in San Diego, CA, and participated in a Western Pacific deployment to the Middle East onboard the USS Tarawa.

Brian has a wealth of experience across various leadership roles in the tech industry. As Chief Technology Officer (CTO), he sets the technology vision and strategy, leading enterprise-wide innovation and deploying solutions that align with long-term goals. Previously, as VP of Application Development, Brian spearheaded the development of critical applications, modernized practices, and integrated new technologies to enhance product offerings. As Chief Enterprise Architect, he guided scalable and secure architecture strategies, streamlining operations, and improving business agility. In his role as Executive Vice President of Delivery and Technical Services, Brian led large-scale projects, managed diverse teams, and consistently exceeded client expectations. As Executive Director of Technical Delivery, he optimized resource planning and processes, reducing operational costs and improving delivery timelines. As Director of Solution Delivery, Brian directed teams in implementing technology solutions that drove higher client satisfaction and better project outcomes. Additionally, as a Management Consultant, he advised clients on cloud migration, modernization, and enterprise architecture strategies, positioning them for success in a rapidly evolving digital world.

Brian is an expert in driving technology transformations with a deep specialization in cloud migration and modernization planning. He excels in executing large and complex projects, ensuring efficient capacity and resource planning. His extensive knowledge in enterprise architecture enables him to design scalable and secure systems that align with organizational goals. Additionally, Brian is skilled in capital and workforce planning, optimizing resources to meet business demands. His proficiency in RFP development and vendor negotiations further strengthens his ability to deliver innovative solutions that maximize value for his clients.

Brian is recognized for his ability to translate complex technical concepts into actionable strategies that deliver real business value. With a strong background in budget preparation and management, Brian has a keen eye for balancing innovation with fiscal responsibility. His leadership style fosters collaboration, encourages continuous learning, and drives teams toward excellence.

Prior to joining LingaTech, Annamarie dedicated nearly 8 years to supporting the Commonwealth of Pennsylvania's Human Resources Office and the Office for Information Technology. In that role, she served as the Human Resources Liaison, managing job postings, hiring processes, payroll, employee evaluations, and position description updates, while partnering with management to maintain organizational standards.

In March 2024, Annamarie celebrated the arrival of her baby, Spencer. She enjoys spending her free time with her husband, family, and dogs in Carlisle, PA, where they reside, and she actively trains her Belgian Malinois, Pike, in Schutzhund.

Lora is passionate about connecting people with meaningful opportunities and fostering workplace cultures built on trust and collaboration. She thrives on helping others uncover their strengths and reach their full potential.

Known for her approachable and empathetic leadership style, Lora believes the most successful teams are those where people feel seen, heard, and supported. Outside of work, she enjoys spending time with family and exploring ways to learn and grow personally and professionally. Her guiding philosophy: when you invest in people, performance and purpose naturally follow.

Throughout his career, Craig has played a significant role in supporting large-scale IT projects, ensuring their success through his dedication and expertise. His passion for relationship-building shines through in his work, as he understands the critical importance of getting to know both clients and consultants on a personal level.

Craig is a proud graduate of Shippensburg University. He resides in Hershey, PA—affectionately known as Chocolate Town USA—with his son and daughter. Outside of work, Craig enjoys attending sports and music events, both as a participant and a fan.

Since joining LingaTech in November 2022 as a Senior Account Manager, Craig's focus has been on delivering excellent customer service and meeting the technology needs of his clients. He has built strong relationships within the Pennsylvania private sector by managing client interactions, working closely with LingaTech's talented consultants, and actively participating in RFP responses.

Skip's career is distinguished by his ability to understand and anticipate the unique needs of his clients, developing tailored IT solutions and providing staff augmentation support that drive efficiency, reduce costs, and foster growth. His comprehensive knowledge of the IT landscape and current market trends, combined with his keen business acumen, enables him to navigate complex sales environments with ease and finesse.

Throughout his career, Skip has successfully led sales and recruitment teams, spearheaded major IT projects for clients, and cultivated lasting partnerships with key stakeholders. His strategic approach to sales, coupled with his dedication to customer satisfaction and 'always doing the right thing', has earned him a reputation as a trusted advisor and a driving force behind his clients' success. Skip holds a Bachelor's degree in Business Administration from Shippensburg University. Outside of work, he enjoys mentoring young professionals, spending time with his family, golfing, bowling and fishing.

Before joining LingaTech, Nicole served as an Executive Assistant at the Pennsylvania Higher Education Assistance Agency, providing cross-departmental support with a primary focus on Client Relations. She currently resides in Mechanicsburg, Pennsylvania, with her husband and their dog, Mack.

Russell has supported recruiting teams at multiple renowned companies and is passionate about helping individuals achieve their career and personal goals. He holds a bachelor's degree in business administration from Lycoming College. Outside of work, Russell enjoys spending time with family and friends, attending rock concerts, and playing strategy games.

Prior to joining LingaTech, Adena successfully managed her own housekeeping business and was actively involved in event planning and hosting. Her background in music has honed her attention to detail and organizational skills, which she applies in her professional responsibilities.

Beyond her professional career, Adena enjoys the peaceful charm of country living in Howard, PA. She cherishes time spent with her husband, grown children, and beloved grandson, finding joy in family connections and the simple pleasures of home life.

Alex enjoys travel, live music, outdoor hobbies like snowboarding and kayaking, and trying new foods. As a Pennsylvania native, he's a loyal, die-hard, never-miss-a-game, armchair-quarterbacking, win-or-lose Dallas Cowboys fan who is confident this year (and every year after) is their year.

Melody enjoys traveling and exploring new experiences alongside family and friends. On a typical day, she is likely talking her husband into their next endeavor, snuggling their two kitties, or squeezing in a workout, between the schedules of their three beautiful boys.

Outside of work, Brooke enjoys baking sweet treats, tackling a good puzzle, and relaxing with a classic 50's or 60's movie, especially if it stars Audrey Hepburn or Cary Grant. She also loves spending time outdoors fishing and hunting with her boyfriend and cherishes any chance to unwind and spend quality time with her family.

Kylee enjoys spending her free time with close friends, family, and her beloved cat in Shippensburg, PA.

Andy holds a bachelor's degree from Shippensburg University of Pennsylvania. He enjoys spending time with friends and family, playing Dungeons & Dragons with his long-time group, and rooting (and crying) for his favorite football team, the Washington Commanders.

Outside of work, Alex is a busy mom to two little girls who keep life fun and full. When she's not chasing them around, you'll usually find her tending to her houseplants, enjoying sports, or spending time with friends and family.
